REGULATORY & OPERATIONAL SETUP
UAE Regulated Licensing & Approvals
A regulated activity can involve more than a trade licence. THRAVOT helps map the likely approval route, operating dependencies and specialist inputs before you commit to a structure or start an application.
Requirements depend on the activity, emirate, legal form, premises and operating model. The relevant authority confirms the requirements and makes the decision.
The approval route starts with the real activity
There is no single approval checklist that fits every UAE business. The route can depend on the proposed activity, legal form, operating emirate, premises, products or services, ownership and customer model. That is why activity selection should follow the operating plan, and why regulated cases need authority-specific verification.
Official sources illustrate the differences: MOIAT has an industrial production licensing process for facilities subject to industrial licensing requirements; DCT Abu Dhabi lists tourism licensing and classification services; and KHDA issues educational services permits for certain training institutes in Dubai. These are examples, not a complete list of UAE regulators or approvals.
Examples of approval pathways we can help assess and coordinate:
- Industry and manufacturing: whether an industrial production licence or related industrial registration may apply.
- Tourism and hospitality: which emirate authority and activity-specific licensing or classification process is relevant.
- Education and training: whether the proposed institution or service needs an education-sector permit in the target emirate.
- Other regulated activities: which local or federal authority should confirm the requirements before a route is selected.
We verify the exact scope and authority for each case. The examples above do not imply that every activity in a sector follows the same process.
How THRAVOT coordinates the work
- Clarify the operating plan. Define what the business will do, where it will operate, who it will serve and what it needs to launch.
- Map the likely route. Compare the licence activity, legal structure, emirate and potential external approvals that need official confirmation.
- Identify dependencies. Surface premises, technical, staffing, product, safety, professional or documentation requirements that may affect sequence and cost.
- Coordinate the next step. Prepare a case-specific action list and, where appropriate, coordinate with the relevant authority or licensed specialist for implementation.
The scope, provider, fees and timing are agreed for each engagement after the requirements are checked.
What to prepare for an initial review
Start with a short description of the proposed activity and how it will make revenue. It also helps to know the target emirate, intended premises or facility, products or services, ownership, customer types, import or export plans, desired launch window and any existing authority correspondence.
You do not need to submit confidential documents through the Diagnostic. Do not include passwords, OTPs, private keys or other security credentials.
Questions business owners ask
Can you guarantee an approval?
No. The competent authority decides whether an application meets its requirements. THRAVOT helps assess and coordinate the route, and brings in appropriate licensed specialists where the work requires them.
Can you confirm the total cost and timeline upfront?
Not reliably before the activity, authority, premises and required scope are confirmed. Government fees, provider fees and operating costs are separate. Timing depends on the authority process and the completeness of the case; any estimate should be based on verified requirements.
Does THRAVOT issue licences or permits?
No. Licences and permits are issued by the competent authorities. THRAVOT provides advisory and coordination support, with implementation handled through the appropriate authorised or licensed route.
How does a paid engagement proceed?
THRAVOT is Mubashir Thravot’s personal advisory brand. Paid business setup or implementation engagements proceed subject to the necessary company approval, through an appropriately licensed provider, and under an agreed scope. The route and commercial terms are confirmed before work begins.

Authority rules and service pages can change. We check current requirements against the specific activity and emirate before treating a route as definitive.
